	AYP targets	District targets are assessed in three grade spans: Grades 3–5, 6–8, and 9–12. To meet AYP goals in Academic Performance or Test Participation, the district needs to achieve all targets for both subjects in one grade span only. Currently, test results from Grades 3, 4, 5, 6, 7, 8, and 11 will determine AYP results.

	*		The Safe Harbor (S.H.) target is met when there is at least a 10% reduction in percentage of students who scored below Proficient from the previous year. This target is only shown for groups that did not meet the state target.

	**		To evaluate Academic Performance, a margin of error is added to the percentage of Proficient students. The margin of error is based on a 95% Confidence Interval when used to meet state targets, and is based on a 75% Confidence Interval when used to meet Safe Harbor targets.

	In Pennsylvania a school or district can make AYP by using two or three consecutive years of data if the result is better than a single current year calculation.

How is the Confidence Interval (C.I.) used in AYP decisions?

Confidence intervals take into account the fact that the students tested in any particular year might not be representative of students in that school across the years. Confidence intervals control for this sampling error or variation across years by "passing" schools or subgroups that come very close to achieving their annual thresholds. In 2004, the United States Department of Education approved a 95% Confidence Interval (C.I.) in Pennsylvania for AYP performance calculations. This policy is consistent with what has been permitted in at least 26 other states. A 95% C.I. can be used for meeting the state proficiency target, while a 75% C.I. can be used for meeting the Safe Harbor target.

How is the Pennsylvania Performance Index (PPI) used in AYP decisions?

The Pennsylvania Performance Index (PPI) measures growth across all levels of the PSSA, not just Proficient and Non–Proficient. Since this index shows significant growth including growth at the lowest levels, it is a good indication that low performing schools are building a foundation to meet AYP objectives. PPI can be used by schools and districts to demonstrate significant growth and thereby meet AYP targets.
